lEGISLATION / FUNDING

Are school boards silent because they have accepted ESSER /LEA/CARE funds with strings attached? Is is possible your child has been subjected to mandates like masking, contact tracing and quartining for Government funds?
The Cares Act and ESSER funding for schools: Coronavirus Aid, Relief, and Economic Security (CARES) ActOn March 27, 2020, President Trump signed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Among its many provisions, the Act includes specific funding sources for Local Education Agencies, specifically, Section 18003 of the CARES Act establishes the Elementary Secondary School Emergency Relief Fund (ESSERF).The core purpose of the Elementary and Secondary school Emergency Relief Fund is to provide direct money to school districts and provide funding to support areas impacted by the disruption and closure of schools from COVID-19. It should be noted that the CARES Act ESSER funding is a one-time appropriation from the U.S. Department of Education (USDE). NJ DOE strongly recommends that nonrecurring funding not be used for recurring expenditures. https://www.nj.gov/education/esser/cares/
As per NJ.gov, this was supposed to be a one- time rescue act. We are now headed for round #3 which increases substantially from the previous round. What new criteria will be required for the BOE to receive this round of funding?• https://oese.ed.gov/files/2021/03/FINAL_ARP-ESSER-FACT-SHEET.pdf•https://www.nj.gov/education/covid19/boardops/docs/ESSER%20Fund%20Allocations%20Table.pdf• https://www.nj.gov/education/esser/crrsa/docs/ESSERIIFY21AllocationsTable.pdf
SOMERSET HILLS SCHOOL DISTRICT has accepted the following funds: $64,022 ESSER I and $212,294 ESSER II, plus $25,000 for LEA learning acceleration and $45,000 for MHSS mental health support and services.

IMPORTANT: School boards DO have a choice. They DO NOT have to accept these funds.
School boards are going against parents all for the money.School Boards are not listening to parents after some of the parent teacher association (PTA) meetings. The reason is the Cares Act. It reveals that school boards have no choice in the matter, because of money from the US government given from the American Rescue Plan (ARP) of 2021 Elementary and Secondary School Emergency Relief Fund (ESSR) or (ARP ESSER) enacted on March 11, 2021. Here is the ESSR fact sheet PDF.You can see your state’s information on the Office of Elementary and Secondary Education website.Schools were getting tons of money ($200 Billion dollars) for things schools needed for teaching, so they thought. But there was a caveat or a proviso, every state had to submit a district plan to the government to prove how they were going to universally mask children, in order to get this money. Also, the list of items included, schools had to have physically distancing rules, hand washing rules, respiratory etiquette training, cleaning and maintaining heathy facilities, improving ventilation, contact tracing procedures, isolation procedures, quarantine procedures, AND VACCINATIONS for teachers, students, and staff. (3:45). ARP ESSER DocumentSchools across the US are getting Bribe Money for “following the rules” set by the US government no matter what the majority of parents were requesting the schools to handle THEIR KIDS. This funding/money is a carrot for states to go against the PARENTS, PERIOD. So most likely, these school boards will not listen to the logic of parents, and this is why!
